Our communications officer, <\/span><\/i><i><span style=\"font-weight: 400\">Rachel McFarlane, considers each of these in our monthly campaigns update.\u00a0\u00a0<\/span><\/i><\/p>\n<p><b>STPR2\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400\"><a href=\"https:\/\/transform.scot\/wp\/wp-content\/uploads\/2022\/01\/VLOER7O2TIGTi0aUfj8XZw_thumb_11020.jpg\"><img loading=\"lazy\" class=\" wp-image-9955 alignright\" src=\"https:\/\/transform.scot\/wp\/wp-content\/uploads\/2022\/01\/VLOER7O2TIGTi0aUfj8XZw_thumb_11020-200x300.jpg\" alt=\"\" width=\"197\" height=\"296\" srcset=\"https:\/\/transform.scot\/wp\/wp-content\/uploads\/2022\/01\/VLOER7O2TIGTi0aUfj8XZw_thumb_11020-200x300.jpg 200w, https:\/\/transform.scot\/wp\/wp-content\/uploads\/2022\/01\/VLOER7O2TIGTi0aUfj8XZw_thumb_11020.jpg 600w\" sizes=\"(max-width: 197px) 100vw, 197px\" \/><\/a>Last month saw the release of the <\/span><i><span style=\"font-weight: 400\">Strategic Transport Projects Review 2<\/span><\/i><span style=\"font-weight: 400\">, which maps out the next 20 years of transport investment in Scotland. <a href=\"https:\/\/www.google.com\/url?q=https:\/\/www.transport.gov.scot\/our-approach\/strategy\/strategic-transport-projects-review-2\/&amp;sa=D&amp;source=docs&amp;ust=1645190922243126&amp;usg=AOvVaw0J-E10VH9tqrK1asqnDAn3\">[1]<\/a><\/span><\/p>\n<p><span style=\"font-weight: 400\">After commencing a country-wide review of Scotland\u2019s transport needs in 2019 <a href=\"https:\/\/www.transport.gov.scot\/publication\/summary-report-january-2022-stpr2\/#second-header\">[2]<\/a>, Transport Scotland released the outcomes of their various consultations and research on 20 January 202<\/span><span style=\"font-weight: 400\">2, just over thirteen years after the publication of STPR1.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">With the Scottish transport spend in recent years having been massively skewed towards high-carbon road-building projects, the Transform team were looking for STPR2 to prioritise sustainable transport investment.<\/span><\/p>\n<p><em><span style=\"font-weight: 400\">The result?\u00a0<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400\">We were pleasantly surprised by the recommendations made, and found the spending priorities to be moving in the <a href=\"https:\/\/transform.scot\/blog\/2022\/01\/20\/stpr2-scottish-transport-spending-priorities-moving-in-the-right-direction\/\">right direction<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On the day of its release, our director Colin Howden said:<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">\u201cSTPR2\u2019s focus on active travel, decarbonised public transport and new light rail in the cities is a welcome change of course. Transport is the largest source of climate emissions, and it is precisely these sorts of projects that have the potential to get people out of cars and into more sustainable modes of transport.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">Admittedly, the true test will be whether the Scottish Government can hold course and stick to the recommendations set out in STPR2 and not give in to pressures from various politicians and interest groups who wish to see more roads being built (&#8230;and our planet burnt).\u00a0<\/span><\/p>\n<p>There is currently a consultation open for STPR2 until <strong>15 April<\/strong> which can be <a href=\"https:\/\/www.transport.gov.scot\/consultation\/consultation-on-the-draft-second-strategic-transport-projects-review-stpr2-for-scotland\/\">found here<\/a>.\u00a0We will be responding to this in due course and welcome any views on the published version of the review from our members and supporters.<\/p>\n<p><b>Our response to Transport Scotland\u2019s New Aviation Strategy\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400\">At the end of January, we published our response to Transport Scotland\u2019s discussion paper on its consultation for a new aviation strategy, which we found to be woefully lacking in effectively addressing aviation\u2019s role in the climate crisis. Bizarrely, the document had more to say on \u2018air taxis\u2019 than it did on aviation taxation! <a href=\"https:\/\/transform.scot\/blog\/2022\/01\/27\/more-air-taxis-than-aviation-taxation-new-aviation-strategy-fails-to-address-the-climate-impact-of-flying\/\">[3]<\/a><\/span><\/p>\n<p><span style=\"font-weight: 400\">The Scottish Government states in the document that they are \u201cunder no illusion about the enormity of the challenge\u201d that Covid-19 and decarbonisation pose to the sector. However, given the content of the proposals, Transform Scotland seriously questions this commitment.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Our policy officer Marie Ferdelman said:<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">\u201cThe proposals put forward to tackle the climate crisis are entirely removed from reality. They rely on technologies such as sustainable aviation fuels, air taxis and electric planes, most of which will not be ready to be deployed at a large scale within this decade. We need to make cuts in emissions now, not wish away action to the far future.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">Yet again, the aviation industry seems to have dodged any tangible responsibility for its part to play in the vast quantities of emissions they produce each year. This is not only hugely unfair, but entirely out of line with the Scottish Government\u2019s declaration that we are in a climate emergency.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">We look forward to seeing whether the the aviation strategy will take a more responsible approach when it is published, or whether aviation will continue to get a free pass on climate. For now, you can read our response in full <a href=\"https:\/\/transform.scot\/wp\/wp-content\/uploads\/2022\/01\/Aviation-Strategy-discussion-paper-Transform-Scotland-2022-01-21.pdf\">here<\/a>.\u00a0<\/span><\/p>\n<p><b>The Scottish Government\u2019s draft new National Planning Framework 4<\/b><\/p>\n<p><span style=\"font-weight: 400\">Our policy advisor Dr Caroline Brown gave evidence to the Scottish Parliament\u2019s Net Zero, Energy and Transport Committee as part of its inquiry into the Scottish Government\u2019s draft new National Planning Framework (\u2018NPF4\u2019) at the beginning of February. <a href=\"https:\/\/www.transformingplanning.scot\/national-planning-framework\/draft-npf4\/\">[4]<\/a><\/span><\/p>\n<p><span style=\"font-weight: 400\">Responding to questioning from Natalie Don MSP, Caroline stressed that it was \u201ccritically important\u201d that an \u2018Infrastructure First\u2019 approach should be taken in NPF4, with active travel and public transport infrastructure put in place before development takes place. Failing this, Caroline argued, would make it more difficult to shift transport behaviours towards sustainable transport.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The NZET Committee\u2019s report on NPF4 will be completed over the course of the next month.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Scottish Government is currently consulting on NPF4 and anyone can make their views known <a href=\"https:\/\/consult.gov.scot\/local-government-and-communities\/draft-national-planning-framework-4\/\">via its consultation<\/a>.\u00a0<\/span><\/p>\n<p><b>Traffic Reduction Plan consultation\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400\">On 13 January, the Scottish Government\u2019s 20% traffic reduction route map was published and provided the main topic of conversation at our first official Cross-Party Group on Sustainable Transport meeting held on <a href=\"https:\/\/www.youtube.com\/watch?v=G3Erq4AaCfg\">27 January<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">On its publication, our director Colin Howden said:<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">\u201cThe evidence is clear: we\u2019re not going to hit our climate targets without traffic reduction. So it\u2019s great to see the Scottish Ministers promote road traffic reduction as a centrepiece of its climate strategy for transport. \u2018Reducing the need to travel\u2019\u00a0 \u2014 or the \u2018Avoid\u2019 in Avoid-Shift-Improve \u2014 has always been at the vanguard of the sustainable transport critique, and so it\u2019s imperative that we now get the Scottish Government to deliver on this.<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400\">\u201cWe\u2019re in particular pleased to see the commitment to road traffic demand management in the route map.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">The route map is now out for <a href=\"https:\/\/consult.gov.scot\/transport-scotland\/car-kilometre-reduction-route-map\/\">consultation<\/a><\/span><span style=\"font-weight: 400\">\u00a0until 6 April.
