{"id":10181,"date":"2022-03-23T10:27:01","date_gmt":"2022-03-23T10:27:01","guid":{"rendered":"https:\/\/transform.scot\/?p=10181"},"modified":"2022-03-23T11:09:58","modified_gmt":"2022-03-23T11:09:58","slug":"oil-madness","status":"publish","type":"post","link":"https:\/\/transform.scot\/blog\/2022\/03\/23\/oil-madness\/","title":{"rendered":"Oil madness: Why we must avoid fuel duty cuts\u00a0"},"content":{"rendered":"<p><i><span style=\"font-weight: 400;\">\u201cAddiction to fossil fuels is mutually assured destruction\u201d: Transform\u2019s communications officer Rachel McFarlane sets out why cutting fuel duty is not the answer to the Ukraine crisis.\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The UN Secretary General Antonio Gutterres\u2019 <a href=\"https:\/\/www.bbc.co.uk\/news\/science-environment-60815547\">vital reminder<\/a> this week that we must not revert back to large-scale fossil fuel consumption as a result of the Ukraine crisis, contrasts with the widespread opportunistic demands for leaders across the EU and UK to drill more oil and slash taxes on oil and gas.<\/span><\/p>\n<h3><strong>Why we must avoid fuel duty cuts\u00a0<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/transform.scot\/wp\/wp-content\/uploads\/2020\/01\/2116164_ff1c7fb7.jpg\"><img loading=\"lazy\" class=\"alignright wp-image-6593\" src=\"https:\/\/transform.scot\/wp\/wp-content\/uploads\/2020\/01\/2116164_ff1c7fb7.jpg\" alt=\"\" width=\"400\" height=\"277\" \/><\/a>Just under two weeks after the Russian invasion of Ukraine, the United Kingdom <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-to-phase-out-russian-oil-imports#:~:text=Russian%20imports%20account%20for%208,%2C%20Saudi%20Arabia%2C%20and%20USA\">announced<\/a> that it would stop importing Russian oil and gas by the end of 2022; the United States <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/03\/08\/fact-sheet-united-states-bans-imports-of-russian-oil-liquefied-natural-gas-and-coal\/\">said<\/a> they would stop all imports instantly, and <a href=\"https:\/\/www.reuters.com\/business\/energy\/eu-leaders-seek-escape-russian-fossil-fuels-2022-03-10\/\">many EU member states<\/a> committed to phasing out Russian oil by the end of the decade.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is a ban that we fully support. In fact, in early March the Transform team <a href=\"https:\/\/twitter.com\/TransformScot\/status\/1499404096540839937\">stood alongside 25 other European NGOs<\/a>, insisting that EU member states, as well as the UK, place an embargo on all Russian oil and gas imports in order to weaken Putin\u2019s position in Ukraine.<\/span><\/p>\n<p><b>However, politicians have been left to decide how best to deal with the short-term rising cost of oil and gas, with the Ukraine fuel price spike worsening the UK\u2019s pre-existing energy price crunch.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">One political response which has already been made by a number of countries (for example France, Australia, Sweden) has been to cut road fuel taxes. This has been packaged and sold by governments as a relatively easy step to alleviate financial pressures on consumers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, <a href=\"https:\/\/www.transportenvironment.org\/discover\/taxpayers-face-e9bn-bill-for-fuel-tax-cuts-skewed-towards-the-rich-study-finds\/\">new research published this week<\/a> by <\/span><i><span style=\"font-weight: 400;\">Transport and Environment <\/span><\/i><span style=\"font-weight: 400;\">has found that this cut will actually result in the <\/span><i><span style=\"font-weight: 400;\">\u2018richest 10% of drivers [receiving] eight times more in fuel tax cuts than the poorest, on average, because they consume far more fuel\u2026 Wealthier motorists drive more, often alone, and with larger, more polluting vehicles\u2019<\/span><\/i><i><span style=\"font-weight: 400;\">.\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Cutting fuel taxes is therefore a regressive policy, as it:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Benefits those already in higher income groups the most;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Is based on the assumption that everyone in society owns and drives a car;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Does not equate to a policy designed in the face of a climate emergency.<\/span><\/li>\n<\/ol>\n<h3><strong>So what are the alternatives?\u00a0<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">There are many viable alternatives that could alleviate the strain of the rising cost of living for all, which also benefit the climate. These have been mapped out by<\/span><i><span style=\"font-weight: 400;\"> Transport and Environment <\/span><\/i><span style=\"font-weight: 400;\">(T&amp;E), and the <\/span><i><span style=\"font-weight: 400;\">International Energy Association <\/span><\/i><span style=\"font-weight: 400;\">(IEA), amongst others.\u00a0<\/span><\/p>\n<p><b>Transport and Environment <\/b><span style=\"font-weight: 400;\">make the case that instead of cutting fuel tax, that import tariffs can instead be raised on Russian oil imports in order to \u2018raise revenue for cash support to low-income households and boost Europe\u2019s energy security\u2019. Whilst this would only be for as long as Russian oil imports continue, it would help during the transition away from this energy source.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Car analyst at T&amp;E, Griffin Carpenter also <a href=\"https:\/\/www.transportenvironment.org\/discover\/taxpayers-face-e9bn-bill-for-fuel-tax-cuts-skewed-towards-the-rich-study-finds\/\">noted that<\/a><\/span><i><span style=\"font-weight: 400;\"> \u201cThe easiest way to avoid high oil prices is to make it possible for people to drive less<\/span><\/i><i><span style=\"font-weight: 400;\">.\u201d <\/span><\/i><span style=\"font-weight: 400;\">Griffin gives the examples that:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Governments should make homeworking a right;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Public transport fares should be temporarily slashed;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">To help lower-income households dependent on cars, governments should lower income taxes, increase mobility allowances or simply issue cash cheques to those who need it.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">A great example of a country already implementing such changes is <a href=\"https:\/\/www.theguardian.com\/world\/2022\/mar\/14\/new-zealand-halves-public-transport-fares-as-petrol-prices-soar-amid-russia-ukraine-war\">New Zealand<\/a>, the leaders of which recently announced that they are halving public transport fares to ease the pain of rising fuel costs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The<\/span><b> International Energy Agency <\/b><span style=\"font-weight: 400;\">also posted a \u2018<a href=\"https:\/\/www.iea.org\/news\/emergency-measures-can-quickly-cut-global-oil-demand-by-2-7-million-barrels-a-day-reducing-the-risk-of-a-damaging-supply-crunch\">10-point plan to cut oil use<\/a>\u2019, which they argue, if put into immediate action by advanced economics, could reduce oil demand before its peak in July and August. They estimate that if all advanced countries were to commit to implementing their plan, that oil demand could be reduced by 2.7 million barrels a day in the next four months.<\/span><\/p>\n<h3><strong>Mutually assured destruction<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">The UN Secretary General\u2019s <a href=\"https:\/\/www.bbc.co.uk\/news\/science-environment-60815547\">assertion<\/a> that \u201c<\/span><span style=\"font-weight: 400;\">Addiction to fossil fuels is mutually assured destruction\u201d, reminds us that the<\/span><span style=\"font-weight: 400;\"> steps taken by state leaders in the following months will not only influence the Ukraine war, but also our ability to avoid catastrophe in the face of climate change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What cutting fuel taxes translates to is: \u2018business as usual\u2019, which in transport essentially means: \u2018keep driving cars\u2019.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is essential that we move away from this as our automatic response when gas and oil increase in price \u2013 and, in particular, when these resources are both finite and ecologically unsustainable. We are in a climate emergency, and any opportunity to promote genuinely transformative alternatives \u2013 such as affordable and reliable public transport for all \u2013 is paramount.<\/span><\/p>\n<h3><strong>The UK picture: what\u2019s next?<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">This afternoon, Chancellor Rishi Sunak will present HM Treasury\u2019s \u2018Spring Statement\u2019 whereby he will make various announcements about the cost of living crisis and how he intends to alleviate its effects on Britain\u2019s citizens.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Remember that the UK Government has already frozen fuel duty rates for over a decade, cutting the real cost of motoring every year as a result.
