The Scottish Government&#8217;s capital expenditure plans for transport have become overwhelmingly dominated by high-carbon road schemes, so this proposal for greater carbon proofing of the Budget is overdue.&#8221;<\/em><\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p lang=\"en\" dir=\"ltr\">Investment in low carbon will continue to increase in each year of this parliament <a href=\"https:\/\/twitter.com\/DerekMackaySNP?ref_src=twsrc%5Etfw\">@DerekMackaySNP<\/a>  announces <a href=\"https:\/\/twitter.com\/hashtag\/ScotBudget?src=hash&amp;ref_src=twsrc%5Etfw\">#ScotBudget<\/a><\/p>\n<p>&mdash; scotgoveconomy (@scotgoveconomy) <a href=\"https:\/\/twitter.com\/scotgoveconomy\/status\/958715545146351616?ref_src=twsrc%5Etfw\">January 31, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Howden continued:<\/p>\n<p><em>&#8220;We are also pleased that Mr Mackay has shelved proposed for a \u00a3300m tax cut for the aviation industry in the Budget in the form of an abolition of Air Passenger Duty. This was always an ill-thought-out proposal, which would have proved bad for the economy, equalities, and climate, and which would have devastated Anglo-Scottish rail travel.
