The finance secretary is to be congratulated on bringing forward this new funding mechanism, as are the Scottish Greens who presented this proposal to Derek Mackay.<br \/>\n<\/em><\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/t.co\/Vdnc8RIiZA\">https:\/\/t.co\/Vdnc8RIiZA<\/a><\/p>\n<p>The Green <a href=\"https:\/\/twitter.com\/hashtag\/ScotBudget?src=hash&amp;ref_src=twsrc%5Etfw\">#ScotBudget<\/a> deal means the first-ever community rail fund to turn good transport ideas into reality. <a href=\"https:\/\/t.co\/xMEdAmt1Rv\">pic.twitter.com\/xMEdAmt1Rv<\/a><\/p>\n<p>&mdash; Scottish Greens (@scotgp) <a href=\"https:\/\/twitter.com\/scotgp\/status\/958766329485496320?ref_src=twsrc%5Etfw\">January 31, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Tetlaw contined:<\/p>\n<p><em>&#8220;In the early days of devolution, Scotland gained a proud record for bringing forward and delivering schemes for re-opened railway lines and stations. Given that it is now ten years since any new rail scheme has been approved there is a real danger that Scotland\u2019s proud record is slipping into history.<\/em><\/p>\n<p><em>&#8220;In marked contrast we have seen billions of pounds promised for new road schemes with announcements being made by Ministers in the apparent absence of proper process or business case appraisals.
