Transform Scotland has presented its views to the Rural Economy and Connectivity (REC) Committee on the scrutiny of Government legislation.<\/p>\n

The REC Committee’s Call for Evidence<\/a>, which closes today, invites views on whether Acts passed since the founding of the Scottish Parliament have been effective.<\/p>\n

Transform Scotland’s response focuses on several Acts passed by the Scottish Parliament, with special attention given to the 2001 and 2005 Transport Acts. Our response highlights concerns over the effectiveness of the Acts, particularly the 2001 Transport Act, which has failed to meet its aim of delivering sustainable integrated transport,\u00a0<\/span>manage congestion, grow the bus market, and tackle<\/span>\u00a0problems such as\u00a0<\/span>carbon <\/span>emissions and air pollution.<\/span><\/p>\n

Transform Scotland recommends that the REC Committee consider the 2001 and 2005 Transport Acts for scrutiny.<\/p>\n

Colin Howden, Director of Transform Scotland, said:<\/p>\n

“The 2001 Act has been clearly been ineffective in tackling key issues in transport. The Act set out admirable aims to tackle problems such as congestion, bus patronage and carbon emissions. However, the Government’s own statistics show that all of these remain serious problems, and in some cases are getting worse. For example, bus use has declined by 14% since the 2001 Act was introduced.\u00a0<\/em><\/p>\n

“We believe that there is a very strong case for the Committee to further scrutinise the 2001 and 2005 Transport Acts.”<\/em><\/p>\n
